Law Alumni Appointed Assistant Advocate Generals at the Office of the Attorney General, Punjab

Two graduates from the Shaikh Ahmad Hassan School of Law (SAHSOL) join the ranks of LUMS alumni achieving major milestones around the world. Asghar Leghari (BA-LL.B 2013) and Usama Khawar Ghumman (BA-LL.B 2015) have been appointed as Assistant Advocate Generals at the Office of the Attorney General, Punjab this year.
With only a select group of lawyers attaining such distinguished positions in the space of public law, this comes as significantly proud news for the LUMS community. Both Leghari and Ghumman have a plethora of academic and professional achievements under their belt, reflecting the LUMS spirit of excellence.
Leghari is a prominent legal counsel in Pakistan and a Founding Partner at PrimeLegalCo., Advocates and Corporate Counsel. He began his career as a transactional lawyer focusing on projects and infrastructure finance in the energy sector. Later, he transitioned to litigation, where he gained significant experience representing clients in contentious matters before courts and administrative authorities. Leghari’s practice encompasses various areas of law, including constitutional and environmental law. Notably, he successfully challenged governmental inaction on climate change in a pro bono case before the Lahore High Court, which led to the creation of the Climate Change Commission.
In addition to his legal practice, Leghari has served as an independent director on the board of a state-owned power distribution company. Currently, he represents the government in environmental cases in the Office of the Advocate General, Punjab. He holds a Master of Laws (LLM) from Duke University School of Law, graduating Cum Laude, and his contributions to the Duke Law School Pro Bono Program and the Environmental Law and Policy Clinic earned him recognition from the Duke Law School and the North Carolina Bar Association.
Concurrently, Ghumman is a seasoned lawyer with eight years of experience in research, litigation, and advocacy. He is also involved in academia, teaching international and constitutional law as visiting faculty at his alma mater, SAHSOL at LUMS. While a law student at LUMS, Ghumman engaged in Public Interest Litigation before the Supreme Court. He holds LLM degrees in International Law from Columbia Law School (New York) and Comparative Constitutional Law from Central European University (Budapest). As a Fulbright scholar at Columbia, he worked with the United Nations on critical issues in peacekeeping missions, including addressing sexual exploitation and establishing legal mechanisms to combat these issues.
Ghumman's leadership and diverse expertise have made Indus Law, Advocates and Policy Consultants a leading law practice in Lahore. Through his firm, he has led Strategic Public Interest Litigation before the High Courts of Pakistan, addressing key issues such as police reforms, social media regulation and freedom of expression, the unconstitutional abolition of local governments in Punjab, and labor rights protection.
